If you have 3 weeks in South Africa, this is the best itinerary !
Day 1
Checkin in Capital Empire hotel, the place is very safe, very nearby the Rosebank mall and easy to find transportation and Uber.
Then start the big tour of the whole city by taking the City Sightseeing Bus. For me I felt it's the safest way to see all neighbourhoods, especially the poor ones, I wouldn't dare to drive myself in some of these districts. On the way you can hop in and off to the apartheid museum for example or Soweto, but if you visit any township, make sure you do it as a guided tour.
For the evening, enjoy a dinner with a view at Flames, the best restaurant I ate in all South Africa. Get an uber (always) and back to your hotel.
